FRC announces membership of the Actuarial, Audit and Assurance and Accounting Councils

Following reform of the Financial Reporting Council in July 2012, the FRC has today announced membership of the Actuarial, Audit and Assurance and Accounting Councils, advisory bodies to the FRC Board and its Committees.
The Councils have deep expertise in their respective fields and will provide the FRC with both technical knowledge and a wide understanding of the key issues it faces.
Olivia Dickson chairs the Actuarial Council, Nick Land chairs the Audit and Assurance Council and Roger Marshall chairs the Accounting Council. As members of the FRC Board, they will ensure that the Council’s advice is fully explained at that level.
Commenting on these appointments Chairman of the FRC Baroness Hogg said,

- The FRC is responsible for promoting high quality corporate governance and reporting to foster investment. We set the UK Corporate Governance and Stewardship Codes as well as UK standards for accounting, auditing and actuarial work. We represent UK interests in international standard-setting. We also monitor and take action to promote the quality of corporate reporting and auditing. We operate independent disciplinary arrangements for accountants and actuaries; and oversee the regulatory activities of the accountancy and actuarial professional bodies.

- The Councils on accounting, audit and assurance, and actuarial matters are an important part of our decision making structure. Their advice will be put fully to the FRC Board. The Board member chairing each Council will act as a guarantor of this. The minutes of meetings of the FRC Board will record the discussion and the views expressed. If, exceptionally, the Board rejects the advice, it will explain its reasons and consult further with the relevant Council before taking a decision. In the event any such differences of view remain unresolved, the nature and reasons for such differences of view will be made public. In establishing the Councils the FRC has appointed individuals who command respect for the quality, range and objectivity of their input. In addition to the full membership, as listed below, the Councils will from time to time invite observers to its meetings.
