Accessibility Statement

This accessibility statement applies to www.frc.org.uk (the Website) which is owned and operated by the Financial Reporting Council (“FRC”, “us”, “we” or “our”). It does not apply to content on sub-domains, such as ‘careers.frc.org.uk’.

We want as many people as possible to be able to use the Website. For example, that means you should be able to:

  • zoom in up to 400% without problems
  • navigate most of the website using a keyboard
  • navigate the website using speech recognition software
  • listen to most of the website using a screen reader (including the most recent versions of JAWS, NVDA and VoiceOver)
  • change colours, contrast levels and fonts using browser or device settings

We've also made the Website text as simple as possible to understand.

How accessible is the Website?

We know some parts of the Website are not fully accessible. For example:

  • some documents have poor colour contrast
  • some documents are only available in PDF format
  • some PDF documents are not fully accessible, including consultation documents and responses to them, third party Stewardship Reports and some standards
  • some online forms are difficult to navigate using only a keyboard

Technical information about this website’s accessibility

The FRC is committed to making these websites accessible, in accordance with the Public Sector Bodies (Websites and Mobile Applications) (No. 2) Accessibility Regulations 2018.

Compliance status

The Website has been tested against the Web Content Accessibility Guidelines (WCAG) version 2.1 level A and level AA to test how accessible this website is. We used the Website Accessibility Conformance Evaluation Methodology (WCAG-EM) approach to decide on a sample of pages to test. We have considered updates made in WCAG version 2.2 level A and AA against the Website.

This website is partially compliant with the WCAG version 2.2 AA standard, due to the non-compliances listed below.

Non-accessible content

We prioritise inclusivity at the FRC and while our documentation is partially compliant with WCAG version 2.2 AA standard, we are dedicated to making ongoing improvements for all of our stakeholders.

Non-compliance with the Accessibility Regulations

The content listed below is non-accessible for the following reasons.

  • Many of the PDFs we publish are not fully accessible due to the following criteria:
    • Some images, charts, or scanned text lack alternative text tags - WCAG success criterion 1.1.1 Non-text Content
    • Some headings, lists, or tables use visual styling instead of semantic tags or skip levels - WCAG success criterion 1.3.1 Info and Relationships
    • Some text colour contrast falls below the 4.5:1 ratio - WCAG success criterion 1.4.3 Contrast (Minimum)
    • Some text breaks or pixelates when magnified up to 200% instead of reflowing – WCAG success criterion 1.4.4 Resize text
    • Some content requires scrolling in two dimensions (horizontal and vertical) when viewed at 320 CSS pixels wide - WCAG success criterion 1.4.10 Reflow
    • Some links, or annotations cannot be reached or activated via keyboard tab/enter - WCAG success criterion 2.1.1 Keyboard
    • Some document properties lack a clear, descriptive title (display file name instead) - WCAG success criterion 2.4.2 Page Titled
    • On some documents the tab order jumps illogically across multi-column layouts or text boxes - WCAG success criterion 2.4.3 Focus Order
    • Some section headings do not clearly describe purpose - WCAG success criterion 2.4.6 Headings and Labels

We have provided HTML alternatives to the majority of PDFs and are working towards HTML versions of the remaining PDFs within scope of the Regulations.

  • Some of our forms are difficult to navigate using only a keyboard due to the third party captcha solution used as an anti-spam measure. This does not meet WCAG success criterion 2.1.1 Keyboard.

We will consider technical updates when they become available to improve accessibility using captcha solutions.

Content that is not within scope of the Accessibility Regulations

The Accessibility Regulations do not require us to fix PDFs or other documents published before 23 September 2018 if they’re not essential to providing our services. For example, we do not plan to fix PDFs prior to this date that do not currently have HTML alternative versions.

What we’re doing to improve accessibility

We are working with our website developer to fix web content that fails to meet the WCAG version 2.2 to a standard of AA, and to ensure new content meets this standard. This work is focused on providing HTML alternatives to all PDF publications published.

Preparation of this accessibility statement

This statement was prepared on 4 October 2023 and reviewed and updated on 21 September 2026 as accessibility alignment internally at the FRC continues to be reviewed and updated.

This website was last tested on 4 October 2023 against WCAG 2.1 level A and AA. We used the WCAG-EM approach to decide on a sample of pages to test.
